VAT refund system completes European Commission compliance tests.

Esch sur Alzette, Luxembourg (19 August 2009) - OneTree Technologies announced today that its VAT refund solution developed for the Luxembourg Administration regarding Directive 2008/9/EC is ready for production delivery in accordance with the compliance specifications of the European Commission.

Compliance with EU Directive 2008/9/EC

Starting 1 January 2010, all EU Member States will have to comply with the new EU-directive 2008/9/EC with respect to VAT refund. On the basis of this directive, the European Commission has specified an information exchange protocol that the VAT refund system of each country of the European Union must respect in order to exchange VAT refund applications with its peer countries through a dedicated network (CCN/CSI network). The European Commission has defined a set of tests that each country of the European Union must execute successfully in order to fulfill the "compliance criteria" against the Commission’s specification. Being compliant with the specifications is required for a given country to release its VAT refund system into production on the 1 January 2010.

Luxembourg’s VAT refund system – ready for production

OneTree Technologies has been appointed by the Luxembourgish Administration to develop the Luxembourgish national implementation of the directive. This completely new system is designed in accordance with both DG TAXUD specifications and transposition to Luxembourgish national law.

The VAT refund system developed by OneTree Technologies is one of the first European systems to have been tested successfully against DG TAXUD functional tests specifications. The test cases assess the VAT refund protocol implementation by testing the Member State in both its roles of Member State of Establishment (MSEST) and Member State of Refund (MSREF). They cover all types of VAT Refund messages exchanged between the Member States via the CCN/CSI (Common Communication Network/Common System Interface) TAXUD infrastructure.

Successful compliance tests allow the Luxembourgish administration to release its VAT refund system into production on time and therefore offer to all companies established in Luxembourg the possibility to claim VAT for all expenses subject to VAT refund, as defined in Directive 2008/9/EC. Simultaneously it allows the processing of incoming refund applications by other EU Member States.
